Scope-aware maintenance windows

Maintenance now suppresses automatic incidents and marks covered resources.

The team Maintenance page now supports one-time and recurring windows for the whole team, one project, or one endpoint.

Checks continue during maintenance. Stazus marks covered results as suppressed, excludes them from monitoring analytics, and prevents them from opening or changing automatic incidents.

Project and endpoint responses now include under_maintenance and the IDs of active maintenance windows that cover the resource.
